Winchester Man Sentenced for Shooting Woman Through Shoulder

Efrain Rios Torres will serve up to four years in prison for shooting a woman in the shoulder.

The incident took place on December 16th, 2016, in a home at 938 North Braddock Street. Rios Torres, 34, became violent during an argument over a concrete saw with resident Edward Houchins III. High at the time on crack cocaine, Rios Torres left the home and returned with a pistol; he pistol whipped Houchins in the face before nearly paralyzing Jennifer Dodson with a gunshot that landed two inches from her spine.

Rios Torres was sentenced on Monday in Winchester Circuit Court on charges of misdemeanor assault and battery, and felony unlawfully discharging a firearm in an occupied building. He received one year on the first charge, the maximum, and three years on the latter charge, which had a five-year maximum.
