FCSO investigates double homicide shooting

Officers from the Frederick County Sheriff’s Office responded to a call early in the morning of April 20th in reference to a subject down from a gunshot wound at a residence on Fromans Road.

Upon arrival at the scene and entry to the residence, two victims were found deceased.

Identities of the victims were initially withheld before being released on Monday afternoon.

They were identified as Joshua Daniel Carter, 49, of Hardy, and Pamela Marie Lowande, 40, of Frederick County.

Limited information has been released on the double homicide due to the additional resources needed and processing of all evidence.

The Sheriff’s Office would like to remind residents that immediacy of dissemination of information cannot override the need for accuracy,

Investigators will continue to follow established guidelines and procedures to maintain the integrity of the investigation.

Sheriff Lenny Millholland would also like the public to know that preliminary investigations indicate this is likely a targeted incident.

Anyone living or traveling through the area of 300-500 Fromans Road between 6 pm on Wednesday, April 19th and Thursday, April 20th or anyone who believes they may have information on the incident should contact Investigator B. Edwards at 540-664-3669.
