Front Royal Council Approves Resolution Seeking Audit
Front Royal’s Town Council approved a resolution Monday (4/8/2019) empowering Town Attorney Doug Napier to file a Freedom of Information Act Request for the Front Royal Warren County Economic Development Authority’s forensic audit.
The audit was the basis for the $17 million civil suit the EDA filed in March against its former Executive Director, Jennifer McDonald, and eight other defendants over misappropriated funds. In its resolution, Town Council cited the EDA’s fiduciary relationship to the town, and the pressing financial issue of paying for the construction of the new Police Department headquarters. The resolutions states that “Town Council, the Town’s Finance Director, and the Town’s Auditor have the right and the duty… to see the entire forensic audit… to determine if all the Town’s taxpayers’ moneys are fully accounted for.” Council asked that the EDA comply with its FOIA request within five business days of today, April 10, and directed Napier to enforce the FOIA request as necessary.
