Front Royal to File Suit Against EDA Over Audit

The Town of Front Royal is preparing to file suit against the Front Royal Warren County Economic Development Authority in order to compel it to share the findings of its forensic audit.

The audit was the basis for the $17 million civil suit the EDA filed in March against its former Executive Director, Jennifer McDonald, and eight other defendants over misappropriated funds. Town Council approved a resolution in early April empowering Town Attorney Doug Napier to file a FOIA request for the audit, citing the EDA’s fiduciary relationship to the town and a responsibility to account for its taxpayers’ money; however, that request was officially denied last Tuesday (4/30/2019).

Napier said in an email yesterday (5/6/2019) that he has almost completed the town’s petition, in which the Front Royal will make its argument that public policy reasons override any technical exceptions that would allow the EDA to withhold the audit. He expects to file this week.
