Middletown addresses the recent indictments against former manager

In light of former Middletown Town Manager and Treasurer Rebecca Louise Layman being indicted on embezzlement chargers Mayor Charles Harbaugh IV released a statement.

In the emailed release Harbaugh shared his disappointment in Layman’s actions and assured Middletown that safeguards are now in place to protect the town’s interest.

Harbaugh confirmed that with the help of the Virginia State Police and Industry consultants’ new protocols and oversight measures are now in place to prevent similar actions.

Harbaugh both acknowledged and thanked the town staff for their dedication, particularly the contributions of interim Treasurer Rejoyce Lunceford, and Keith Smith for their accounting prowess.

Layman was indicted on 8 counts of embezzlement by a Frederick County Grand Jury on April 4.

Court documents confirm that Layman is scheduled to appear in Frederick County Circuit Court April 11.
