Misdemeanor Charges Stem From EDA Scandal

FRONT ROYAL – A Warren County special grand jury charged 14 people with a total of 42 misdemeanors on Sept. 20.

Each individual was charged with two counts of misfeasance (legal act that is performed incorrectly and can harm an individual) and one count of nonfeasance (failure to act when a duty existed). All charges stem from the ongoing investigation into the Front Royal – Warren County Economic Development Authority.

Virginia State Police released the full list of those charged through a press release on Tuesday. Persons handed indictments are:

  • Former EDA Board Members Bruce Drummond and Ronald Llewellyn
  • Current EDA Board Members Mark Baker and Alexander Blanton
  • Former EDA Treasurer William Biggs
  • Current EDA Treasurer Thomas Patterson III
  • County Supervisors Tony Carter, Archie Fox, Linda Glavis and Thomas Sayre
  • County Supervisors Chairman Daniel Murray Jr.
  • County Administrator Douglas Stanley
  • County Schools Superintendent Greg Drescher
  • Former EDA and County Attorney Daniel Whitten

All were charged on the basis of their knowledge of and inaction of the EDA’s mismanagement of funds according to State Police.

Thirteen of the individuals indicted on Sept. 20 turned themselves into State Police yesterday. All were released on personal recognizance bond. Whitten, the only person to not appear yesterday, will meet with State Police today.

No official statements have been made by any of the individuals charged. There is no comment from the Town, County or EDA with regards to the positions some of those charged hold.
