Rotary Club of Front Royal Presents Community Service Award

The Front Royal Rotary Club presented the 10th Annual Robert E. L. “Bob” Miller Community Service Award at its meeting on August 24, 2018 to Pamela M. “Pam” McInnis.  Pam has been a life-long resident of Front Royal, Virginia and has been an active public servant in the community, serving as Superintendent of the Warren County Public School System from 2001-2015.

It is the objective of the Rotary Club of Front Royal to recognize individuals within the Front Royal-Warren County community for contributions that improve the quality of life of its citizens.  The award is named after Robert E. “Bob” Miller in recognition of his 75 years of membership in the Rotary Club of Front Royal, and his Service to the Front Royal-Warren County community.

Recipients shall demonstrate a commitment of service and dedication to the community through their vocation, public service, philanthropy or civic service to make a lasting impression on the community.

Past recipients of the award include: Jim Williams (2009), Mary Anne Biggs (2010), John Marlow (2011), Alan Wimer (2012), George McIntyre (2013), John LaBarca (2014),  Roy Boyles (2015), Patty Wines (2016), and Jim Eastham (2017).

As Superintendent, Pam held multiple educational leadership positions.

  • From June 2007 to June 2008, she served as Executive Superintendent of the Mountain Vista Governor’s School Governing Board.
  • From 2009-2011, she served as: Chairperson of the Region IV Superintendents’ Study Group; member of the Board of Directors for the Virginia Association of School Superintendents, member of the School Leadership Advisory Council of the State Superintendent of Instruction; and member of the Longwood University Foundation Board.

During her tenure as Superintendent, she worked with the School Board to rebuild the relationship with the Board of Supervisors.  Through her efforts, a Capital Improvement Plan was started to rebuild the infrastructure of the Warren County Public School System including Skyline High School, Warren County High School, Skyline Middle School, Warren County Middle School, and the School Board Offices.

In addition to her school contributions, Pam has also served on the following Community Boards: Warren Memorial Hospital Board, L-FCC Board, Randolph Macon Academy Board of Trustees, and Front Royal-Warren County Chamber of Commerce (Ex-Officio).

Honors bestowed upon on her during her tenure as Superintendent of Warren County Public Schools include: Chamber of Commerce Education Contributor of the Year (2004-2005), Region IV Superintendent of the Year (2007- 2008); Blue Ridge Arts Council Art Citizen of the Year (2011); and Chamber of Commerce Citizen of the Year (2014).

Pam and her husband, Don, have been married for 26 years.  They were blessed with one dog Gracie.

According to past Club President Doug Stanley, “Dr. Robert E. L. “Bob” Miller served the Front Royal-Warren County Community as a dentist for 67 years.  His dedication to his patients, clubs, and community were always in the forefront of what he did.”  Doug added, “It is with the memory of Bob and his service and dedication to the community that the Rotary Club of Front Royal is very proud to present Pam with the “Robert E. L. “Bob” Miller Community Service Award.  In her life Pam has lived and breathed Warren County and has worked hard, either in her various capacities with the School System, through Rotary, or through philanthropy to make Warren County a better place.  Many of the projects she has supported have never been known to the general public and will never be known.  Pam has supported many efforts behind the scenes, never seeking credit for them.  This community is truly a better place through the life she has lived.”

Club President Kym Crump, said, “The Rotary Club of Front Royal is very proud to honor Pam with the Bob Miller Community Service Award.  Pam’s impact on this community is immeasurable. She has been generous beyond measure, and quietly champions so many causes. Pam is an inspiration to all who have had the pleasure to work with her, and is certainly deserving of this honor.”
