RSW Regional Jail Authority Board Approves 2018 Budget & Appoints New Superintendent

On Thursday evening, March 23, the Rappahannock-Shenandoah-Warren County Regional Jail Authority Board approved the proposed Fiscal Year 18 budget. Sheriff Timothy C. Carter of the Shenandoah County Sheriff’s Office, was the lone vote against the proposed budget, due to a proposed salary scale that would give some employees a raise. The salary scale was not approved at the meeting and it was acknowledged that it will be discussed at a future meeting.
In the proposed budget counties will pay the jail less money. This is due to the fact that all cells are usually not occupied at one time. The counties pay the jail based on the number of inmates from that county who occupy the jail over a three year average.
During the meeting the board also elected Russ Gilkison as the permanent superintendent effective Monday, in a closed session. He had been serving as the acting superintendent as William Wilson is leaving.
