FCSO make an arrest in a double homicide

Frederick County Sheriff Lenny Millholland announced that his investigators have made an arrest in an April double homicide.

Jason Matthew William Bowen of Laurel Drive Cross Junction was taken into custody and charged with two counts of Second-Degree Murder.

The arrest follows an emergency call of two people being down from apparent gunshot wounds on April 20, 2023.

Responding Deputies discovered the bodies Pamela Marie Lowande and Joshua Daniel Carter at a residence on Froman’s Road in Western Frederick County.

The 49-year-old Carter and 40-year-old Lowande were both former coworkers of Bowen.

Millholland confirmed that investigators have been working tirelessly to conclude the investigation and make the arrest of the proper suspect.

The process takes time and many resources are utilized to ensure the proper arrest.

Bowen is currently awaiting trial in the Northwestern Regional Adult Detention Center without bond.
