BCSD arrest an Inwood man after a tip from ICACTF

Berkeley County Sheriff’s Department report the arrest of an Inwood West Virginia man after a cyber tip from the Internet Crimes Against Children Task Force (ICACTF).

At approximately 3 p.m. April 12 Berkeley County Sheriff’s Investigators took 40-year-old Russell Franklin into custody on child pornography charges.

Investigators that included West Virginia State Police were able to trace the internet activity to Franklin who had accessed child pornography on a device.

A warrant for Franklin’s home was acquired and executed and his devices were confiscated and examined.

Franklin’s devices were found to have incriminating photos on them.

Franklin has been charged with 8 counts of distribution and exhibiting minors in explicit and illicit acts.

More charges are likely upon further investigation.

After appearing before a Berkeley County Magistrate Franklin was released on bond.

The ICACTF is a national network composed of over 5,400 federal, state, and local law enforcement personnel.

The network is dedicated to investigating, prosecuting, and developing effective responses to internet crimes against children.

FRPD makes arrest for solicitation of minors

The Front Royal Police Department conducted an investigation as a member of the Internet Crimes Against Children Task Force regarding the solicitation of minors in the area.

Officers concluded the investigation with the arrest of Sean Kreinsen, 28, of Smithfield.

An undercover operation began after Kreinsen contacted an officer posing as a female under 15 years old unsolicited and sent sexually explicit material.

Kreinsen was arrested by the Isle of Wight Sheriff’s Office and then transported to Western Tidewater Regional Jail where he is held without bond.

His court date is set for October 13th at the Warren County Juvenile and Domestic Relations Court.
