Winchester’s Stormwater Utility Fees begins in 2024

The City of Winchester began sending notices with resident’s water bills regarding the upcoming Stormwater Utility Fee which is a part of the City’s Stormwater Improvement Program.

Utility customers will start to see the new fee on their bills listed as a supplemental charge beginning January 1st, 2024.

The fee will be based on each property’s specific area and billed at $0.22 per 50 square feet of impervious surface.

All properties in Winchester will be charged the new utility fee including typically tax-exempt organizations.

The fees will fund:

  • operational expenses
  • a dedicated stormwater maintenance crew
  • purchasing nutrient credits for regulatory compliance
  • the creation of a self-sustaining enterprise fund for 75 high priority stormwater capital improvement projects totaling $176 million

Residents can receive credits for a maximum of 50% of their property’s fees by participating in City cleanup events, adding a rain barrels or rain gardens, and taking a No Fertilizer Pledge.

If resident’s disconnect from a septic system and connect to the City’s system, they can receive 50% of their residential credits.
