Town Houses Behind Quarles Elementary Get Planning Commission OK

A Winchester town house development that is planned to be built behind Quarles Elementary School has received the green light from the city’s Planning Commission.

The Towns at Brooks Manor development, which would be located at 217, 207, and 203 East Southwerk Street and extend almost the full length of the 1100 block of South Kent Street, was originally proposed by OakCrest Builders Inc. in 2017. Plans were withdrawn voluntarily after Winchester’s City Council expressed worries that it might add a burden to Quarles Elementary‘s student enrollment and complicate the bus line up that forms along South Kent. After changes were made to accommodate those concerns, however, the development was able to overcome its first hurdle when City Council voted in May to add a Planned Unit Development overlay to its 2.34-acre property, allowing OakCrest to build 26 town houses there despite the property being zoned Medium Density Residential. Now just recently in a Tuesday vote, Winchester’s Planning Commission has endorsed the Towns at Brook Manor’s subdivision plan. The final word of approval on the project will come sometime next week, when it is presented to City Council.
