Winchester City Considering Elimination of Vehicle Decal Fees

During Winchester City Council’s April 25 work session, the idea of eliminating vehicle decal fees was introduced. In 2010, the city followed suite behind many other locations and eliminated the decals themselves. However, fees associated with them those decals have still been in place, through license fees. Officials say the fees are confusing and many times residents don’t pay them.
A system is currently being developed by the Commissioner of the Revenue to integrate vehicle decal fees into residents personal property taxes. Personal property tax rates would be recalculated to include the fees.
City officials believes it would increase revenue as there is a good deal of the population who does not pay them due to the confusing system. They further believe this system will make tax code simpler.
